High Voltage Power

From the customer meter to the 115kV substation

Cannon's high voltage crews work the line from the secondary service at a customer meter through the 115kV transmission structure and the substation that feeds it. The division carries 50 craft employees under the Northwest Line Constructors Chapter NECA outside line agreement, which gives a utility owner one labor relationship across the territory and access to the hall when a program scales or an event calls crews out.

What the crews perform

Overhead, underground, substation and energized

Overhead transmission

Structure setting in steel, fiberglass and wood, full line rebuilds, reconductor, conductor stringing and sagging, and transmission framing with distribution underbuild. 115kV construction, including 69kV to 115kV conversions.

Overhead distribution

Overhead rebuild and new construction at 26.4kV and below, pole replacement programs, joint use make ready and transfers, secondary service, transformers and switchgear.

Underground distribution

URD, duct bank, manhole and vault placement, and medium voltage splicing and terminations from 5kV through 35kV by certified splicers. Grounding grids and lightning protection.

Substation and switching

Ground-up substation and switching station construction, 115kV getaways, structure foundations, grounding grids, control building and site electrical.

Energized line work

Cover up, grounding and switching on live distribution, so a rebuild proceeds without taking the feeder out of service and a restoration starts with a switching order.

Maintenance and on-call

Standing maintenance, pole change outs and on-call releases for Puget Sound Energy, Seattle City Light and the City of Milton, with crews dispatched through storm response when the system goes down.

Building power systems and site electrical

Cannon also delivers the electrical scope inside the fence line: site electrical distribution, transformers and switchgear, feeder and branch circuit wiring, electrical service equipment, emergency backup power systems, site lighting, lighting systems and controls, low voltage control systems, CCTV and access control, and pathways for low voltage contractors. New construction and tenant improvement work is staffed with electrical administrators and delivered design-build or bid-build.

For cities and towns Cannon builds street lighting, such as the new electrical infrastructure and 24 street lights placed along Winnifred Street for the Town of Ruston.

Generation, battery storage and microgrid sites are a growing part of the portfolio, including the Gray Army Airfield microgrid at Joint Base Lewis-McChord: equipment pads and rigging for the storage and generation plant, the grounding grid and lightning protection, duct runs between the switch house and the generation and storage equipment, and the medium voltage tie into the installation's distribution system.

Programs and projects

Repeat work in public and investor-owned power

Seattle City Light

Joint use program since 2016 with more than 3,000 poles and 321 antenna sites completed, and a pole replacement program alongside it since 2019 with 1,697 poles replaced, plus storm and emergency response releases.

Puget Sound Energy

Master service agreement covering make ready, maintenance, pole services, pole pull, common crew transfer, safety watch, dedicated communications crews and storm response since 2019.

Clallam County PUD

Race Street to Liberty Street 115kV rebuild in 2023, with 21 fiberglass transmission poles set, followed by a direct award of additional 115kV work in 2026.

Snohomish County PUD

Transmission pole replacement including a 125 foot steel structure, with further 115kV work awarded directly in 2026.

City of Milton

Prime contract with the City's municipal electric utility for the substation and feeder program, distribution maintenance and on-call storm response.

Federal installations

Power line enhancements, switching station construction, SCADA pole installation and the Gray Army Airfield microgrid at JBLM; 34.5kV cable installation at MacDill AFB; shore power and distribution repair for NAVFAC Northwest. See federal services.

Federal and installation work

Badged crews, EM 385-1-1 and the same supervision

Cannon's power crews are badged and DBIDS credentialed at Joint Base Lewis-McChord, MacDill Air Force Base, Naval Base Kitsap Bangor, Naval Station Everett and Naval Magazine Indian Island. Work is planned and performed to USACE EM 385-1-1, with activity hazard analyses submitted before each activity. Where the contract is held by a prime such as City Light & Power JBLM, which holds the 50-year utility privatization contract at the base, Cannon performs the high voltage scope under its own supervision.

Federal, Davis-Bacon and Service Contract Act projects run certified payroll through LCPtracker and eMars, and the information security program behind the circuit maps and switching records is built to NIST SP 800-171. The federal services page covers credentials, registrations and contracting paths.

Safety on energized systems

Built for work that cannot be de-energized

  • Job briefing before each task and again whenever conditions change, with stop work authority for every employee.
  • Cover up and grounding to the owner's standard; clearances taken and released through the owner's system.
  • Washington L&I experience factor of 0.6947, effective January 1, 2026; NCCI rate of 1.00 outside Washington.
  • Owned fleet of digger derricks, insulated bucket trucks, pullers and tensioners, and the support equipment for structure setting and conductor work.
  • Environmental controls for work near water, wetlands and sensitive habitat under Cannon's environmental practices.
  • Prequalified and audited through ISNetworld, Avetta and Highwire; full program on the safety page.
